SCATTER is a local authority focussed emissions tool, built to help create low-carbon local authorities.

 

SCATTER stands for Setting City Area Targets and Trajectories for Emissions Reduction.

SCATTER:

  • Generates a greenhouse gas emissions inventory following the Global Protocol for City-wide Greenhouse Gas emissions for your local authority area
  • Helps the understanding and development of a credible decarbonisation pathway in line with emissions reduction targets
  • Provides outputs that can be used for engagement to create a collaborative carbon reduction approach for local authorities

SCATTER has been funded by the department for Business Energy and Industrial Strategy (BEIS) in collaboration with Nottingham City Council, GMCA, the Anthesis Group and the Tyndall Centre.

SCATTER comprises two pieces of functionality: SCATTER Inventory; and SCATTER Pathways.

 

SCATTER Inventory

This part of the tool allows a local authority to develop a greenhouse gas inventory with associated carbon reporting outputs. Please review the demo below to help you get started.

 

SCATTER Pathways

SCATTER Pathways is designed to provide local, unitary and county councils with a directional forecast of emissions, providing potential scenarios for reduction to 2050. Pathways allows users to see the scale and speed of reductions expected based on selection of different emissions reduction interventions.

The outputs will benefit engagement as part of development of a collaborative low carbon plan.
